The game is set up so any level has a chance to win. I'm level 117 (on free) and lost to a level 54 due to just being plain outplayed. So its possible. So when I see rants that say something to the effect of "they should have groups of levels like they do on pest control" is unwarented. It's not the same type of game. Plus your opponent is random anyway. One game could be vs a higher level, then turn around and have one vs a lower level. You just never know.
